Mr. LaPlaca is an associate with the Litigation Department of the firm’s Washington, D.C. office, where he handles a broad range of complex litigation matters with emphasis on construction law and government contracts.  Mr. LaPlaca represents owners, general contractors, and subcontractors in performance and payment disputes at both the federal and state level. He has experience litigating construction defects cases, delay and inefficiency claims, terminations for default, statutory mechanics liens, and bond claims in Virginia and Washington, D.C.  Mr. LaPlaca has also represented protestors and intervenors in bid protests arising under the Federal Acquisition Regulations (“FAR”) and the Virginia Public Procurement Act.

Mr. LaPlaca has extensive knowledge of the federal regulatory arena, and frequently counsels clients on matters such as compliance with the Davis-Bacon Act and Related Acts, the Buy American Act, FAR accounting and auditing regulations and Small Business Administration regulations, among others.  Prior to joining the firm in April 2015, Mr. LaPlaca worked for two years as a litigation associate at a construction boutique in Washington, D.C.  He also served as a law clerk for the United States Civilian Board of Contract Appeals, where he worked for several administrative law judges and drafted opinions regarding federal contract disputes.

While earning his Juris Doctor from the George Washington University Law School, Mr. LaPlaca focused his studies on federal procurement law and was a member of the Public Contracts Law Journal. He was published for his thesis on the need for more cogent regulation of private security contracting abroad.  Mr. LaPlaca received his Bachelor of Arts in Government from Hamilton College, with a minor in Economics. Mr. LaPlaca was recognized as a 2016 Washington, D.C. Rising Star by Super Lawyers Magazine.
