Karla Grossenbacher was quoted in a March 26 story from Bloomberg Law, "States Wanted to Snoop on Contractors, but Plans Are Stalling." Grossenbacher said that if the software is being used as a time-keeping mechanism, that’s a problem if you’re not considered as working unless it’s being done on your computer.
