Gart discussed how the Infrastructure Investment and Jobs Act (IIJA) was meant to remake America’s transportation and energy infrastructure, yet can now be used to fund housing.

“Even the Department of Transportation (DOT) would love to see an area where a city has a parking lot, that is then ground leased to a developer who then builds an apartment building.”
