Teddie is a member of the firm’s Government Contracts practice group and assists contractors with all aspects of government procurement, including bid protest, contract claims, internal investigations, ethics and compliance, data rights and intellectual property, procurement fraud, small business issues, and transactional matters. He also co-leads the firm’s False Claims, Whistleblower, and Internal Investigations group. He has significant experience litigating before the Court of Federal Claims, the Boards of Contract Appeals, the Government Accountability Office, and other administrative tribunals and agencies. In addition, he has litigated in numerous federal and state courts across the country, including the US Court of Appeals for the Fourth Circuit, and the US District Courts for the Eastern District of Virginia, the District of Maryland, the District of Columbia, the District of New Mexico, the Southern District of Florida, and the District of Alaska. Notably, he represented a large municipality in a long-standing litigation at the US Court of Federal Claims, handling the matter through trial and obtaining a $367 million judgment, one of the largest judgments ever entered against the Federal Government.

Teddie also has an active ethics and compliance practice, and serves as the Coordinator for the Defense Industry Initiative, a nonprofit comprised of nearly 80 government contractors whose mission is the continued promotion and advancement of a culture of ethical conduct in every company that provides products and services through government contracting. He is a regular speaker on government contract ethics and compliance, serving as a long-standing faculty member for Federal Publications Seminars. Teddie has been named as a “Rising Star” and a “Next Generation Partner” by The Legal 500 (Legalese Ltd.), 2019-2023.

Teddie's experience clerking for a United States District Judge gives him a unique perspective when litigating on behalf of government contractors and private contractors before federal tribunals. Having been on the other side of the bench, he can better advise clients and help them navigate the complexities of litigation.

Teddie began his practice in civil litigation more than 14 years ago, before narrowing his focus to government contracts. This base of litigation experience helps him better understand the objectives and challenges of dispute resolution, tailoring the strategy of each case to clients' specific needs, while providing for effective and efficient resolution of matters.

Teddie handles cases from start to finish in a manner designed to optimize his clients' objectives, while minimizing risk and expense. To this end, he uses technology and other resources where appropriate, and takes a common-sense approach to advice and counseling.
