Teddie helps his clients achieve their goals through the delivery of sound, practical advice. He represents contractors both in preventing disputes and efficiently addressing disputes when they arise.
More About Teddie
Teddie is a member of the firm’s Government Contracts practice group and assists contractors with all aspects of government procurement, including bid protest, contract claims, internal investigations, ethics and compliance, data rights and intellectual property, procurement fraud, small business issues, and transactional matters. He also co-leads the firm’s False Claims, Whistleblower, and Internal Investigations group. He has significant experience litigating before the Court of Federal Claims, the Boards of Contract Appeals, the Government Accountability Office, and other administrative tribunals and agencies. In addition, he has litigated in numerous federal and state courts across the country, including the US Court of Appeals for the Fourth Circuit, and the US District Courts for the Eastern District of Virginia, the District of Maryland, the District of Columbia, the District of New Mexico, the Southern District of Florida, and the District of Alaska. Notably, he represented a large municipality in a long-standing litigation at the US Court of Federal Claims, handling the matter through trial and obtaining a $367 million judgment, one of the largest judgments ever entered against the Federal Government.
Teddie also has an active ethics and compliance practice, and serves as the Coordinator for the Defense Industry Initiative, a nonprofit comprised of nearly 80 government contractors whose mission is the continued promotion and advancement of a culture of ethical conduct in every company that provides products and services through government contracting. He is a regular speaker on government contract ethics and compliance, serving as a long-standing faculty member for Federal Publications Seminars. Teddie has been named as a “Rising Star” and a “Next Generation Partner” by The Legal 500 (Legalese Ltd.), 2019-2023.
Teddie's experience clerking for a United States District Judge gives him a unique perspective when litigating on behalf of government contractors and private contractors before federal tribunals. Having been on the other side of the bench, he can better advise clients and help them navigate the complexities of litigation.
Teddie began his practice in civil litigation more than 14 years ago, before narrowing his focus to government contracts. This base of litigation experience helps him better understand the objectives and challenges of dispute resolution, tailoring the strategy of each case to clients' specific needs, while providing for effective and efficient resolution of matters.
Teddie handles cases from start to finish in a manner designed to optimize his clients' objectives, while minimizing risk and expense. To this end, he uses technology and other resources where appropriate, and takes a common-sense approach to advice and counseling.

Represented large municipality in suit filed in the District of Alaska against seven separate design and construction related entities asserting claims arising out of Port of Anchorage Intermodal Expansion Project. - Represented large aerospace & defense contractor in contract dispute with US Air Force concerning procurement of advanced radar system. Case resulted in award of $48 million judgment in favor of our client.
- Represented international security company in suit filed in US Court of Federal Claims against US Army asserting claims arising out of arising out of contract to provide security guard services in Germany.
- Represented large marketing company in defense of lawsuit brought by Qui Tam Relator in the US District Court for the Southern District of Florida arising out of False Claims Act accusations in connection with federally funded telecommunications program. Obtained complete dismissal of lawsuit.
- Represented large international construction company in dispute with subcontractor filed in District of Maryland arising out of the construction of National Institute of Health facility in Baltimore, Maryland. Obtained multi-million dollar judgment on behalf of client.
- Represented large international construction company in defense of lawsuit filed by Commonwealth of Virginia arising out of alleged defective design and construction of utility tunnel in Richmond, Virginia.
- Represented subcontractor in Miller Act suit in Eastern District of Virginia against prime contractor and surety arising out of the design and construction of certain improvements to FBI Academy in Quantico, Virginia, for Department of the Navy, Naval Facilities Engineering Command Washington.
- Represented federal subcontractor in dispute with prime contractor filed in the Eastern District of Virginia arising out of contract dispute relating to contract issued by US Marine Corps for the provision of support services for the Marine’s Enterprise Ground Equipment project.
- Represented large automotive manufacturer in contract dispute with dealership over exclusive use agreement in Eastern District of Virginia.
- Represented large automotive manufacturer in termination dispute with dealership in state administrative action.
- Represented Alaska Native Corporation in contract claims before Armed Services Board of Contract Appeals. Claim resulted in favorable settlement.
- Represented a marketing company and its principal that were suspended from government contracting by the US Army over a criminal fraud conviction. Implemented remedial measures including an ethics and compliance program and successfully appealed to the US Army Suspension & Debarment Official (SDO) for removal of the suspension.
- Ongoing representation of large aerospace & defense contractor in ethics and compliance investigations across various company locations, including issues such as labor mischarging, procurement integrity violations, improper conduct, conflicts of interest, among other areas.

Represented health care staffing firms in litigation at the US District Court for the Eastern District of Virginia in connection with a dispute among team members arising out of a General Services Administration Contractor Teaming Arrangement to provide hospital support services to the Washington State Department of Health and the Idaho Military Division. - Successfully defended against a post-award GAO bid protest challenging the award of a $22 million contract for transportation management and logistics support services at Anderson Air Force base in Guam. Teddie is a member of the firm’s Government Contracts practice group and assists contractors with all aspects of government procurement, including bid protest, contract claims, internal investigations, ethics and compliance, data rights and intellectual property, procurement fraud, small business issues, and transactional matters. He also co-leads the firm’s False Claims, Whistleblower, and Internal Investigations group. He has significant experience litigating before the Court of Federal Claims, the Boards of Contract Appeals, the Government Accountability Office, and other administrative tribunals and agencies. In addition, he has litigated in numerous federal and state courts across the country, including the US Court of Appeals for the Fourth Circuit, and the US District Courts for the Eastern District of Virginia, the District of Maryland, the District of Columbia, the District of New Mexico, the Southern District of Florida, and the District of Alaska. Notably, he represented a large municipality in a long-standing litigation at the US Court of Federal Claims, handling the matter through trial and obtaining a $367 million judgment, one of the largest judgments ever entered against the Federal Government.
Teddie also has an active ethics and compliance practice, and serves as the Coordinator for the Defense Industry Initiative, a nonprofit comprised of nearly 80 government contractors whose mission is the continued promotion and advancement of a culture of ethical conduct in every company that provides products and services through government contracting. He is a regular speaker on government contract ethics and compliance, serving as a long-standing faculty member for Federal Publications Seminars. Teddie has been named as a “Rising Star” and a “Next Generation Partner” by The Legal 500 (Legalese Ltd.), 2019-2023.
Teddie's experience clerking for a United States District Judge gives him a unique perspective when litigating on behalf of government contractors and private contractors before federal tribunals. Having been on the other side of the bench, he can better advise clients and help them navigate the complexities of litigation.
