Kevin strives to be a member of the team for every client, providing a depth of knowledge that leads to positive outcomes. Local governments and industries seek his advice in the fields of economic development, public and project finance, tax credits and incentives, and ad valorem taxation, including special district and tax increment financing.
For more than two decades, Kevin has acted as counsel in nearly every capacity in structuring and representing involved parties in hundreds of public finance, economic development, special and incremental tax districts, and tax credit transactions. He has also personally conducted the validation of bond issuances in every judicial district in Georgia, including challenges, interventions, and appeals.
Kevin has spent most of his career representing governments across practice fields and levels, including state, regional, and local agencies. In addition to his public finance and governmental representation practice, he has extensive bond validation and governmental litigation representation.
Kevin's depth of experience in representing governments gives him particular insight into the unique challenges of public-private partnerships, economic development, and tax credit and incentives. He helps clients efficiently manage complex projects, while avoiding pitfalls which may otherwise snare the unwary.
