With extensive regulatory and private practice experience in labor and employment matters, Larry translates government action into practical, productive advice that helps his clients advance their objectives.

Clients call upon Larry to advise them on regulatory developments and investigations by regulatory enforcement agencies. He also assists clients regarding corporate reorganizations, including executive personnel changes. In addition, Larry provides guidance on statutory developments, with respect to either pending legislation or recently passed statutes and their obligations. With significant regulatory and legislative experience, he quickly moves beyond basic research to understand regulatory issues.
Larry possesses an extraordinary level of experience to draw upon in his practice of labor and employment law. He served as deputy assistant secretary of the Department of Labor from 1975 to 1977. Larry was also director of the Office of Federal Contract Compliance Programs at the US Department of Labor, executive assistant to the Solicitor of Labor, and executive assistant to the assistant secretary of the Department of Housing and Urban Development for Policy. He was appointed to the first board of directors of the Office of Congressional Compliance, charged with administering the Congressional Accountability Act that applied 11 labor and employment laws to Congress. Larry had also been chair of the US Chamber Equal Employment Opportunity Subcommittee for more than a decade, and management co-chair of the American Bar Association Subcommittee on Federal Legislative Affairs. He has been asked to testify before congressional committees on legislative and oversight hearings more than 15 times.
For decades, Larry has committed to a broad range of labor and employment matters. He served as counsel to the National Association of Manufacturers regarding the 1989 Americans with Disabilities Act, and testified several times. Larry was also counsel to the Business Roundtable regarding the 1991 Civil Rights Act, as well as counsel to the Chamber of Commerce with respect to the Americans with Disabilities Act Amendments Act in 2008. He has also represented many clients before the Office of Federal Contract Compliance Programs (OFCCP), the Wage and Hour Division (WHD) of the Department of Labor, and the Equal Employment Opportunity Commission (EEOC). He has filed eight amicus briefs before the US Supreme Court, as well as many others before lower courts on significant employment and benefit matters.
